Salary Range:   $69,312 (Step A) - $91,044 (Step L) * / yr, depending on experience
*This salary range is regulated by the Office of Financial Management. Individuals that have worked for 6 years in a WA state institution may be eligible for up to $93,240 (Step M).  This salary range is not negotiable, and final salary is determined by equivalent years of related experience.

The Senior Accountant is a key contributor to the Shoreline Community College’s accounting and finance team. Under the supervision of the Controller, the Senior Accountant performs professional accounting duties at the fully functional and senior level. The Senior Accountant is characteristically assigned accounting duties and assignments of a moderate to more complex nature requiring a broader scope of experience across several areas of accounting and financial operations. This position has a leading role within the college’s accounting and finance department, including reviewing and approving accounting entries as delegated by the supervisor. The Senior Accountant utilizes sound financial and accounting principles to perform record keeping, reconciliation, auditing, cash, and transaction analysis. The Senior Accountant duties also include supervising, advising, and guiding fiscal staff with mid to advanced-level accounting tasks and duties. This position assists the Executive Director and Controller in coordinating month and year-end closing activities and financial reporting. 

Essential Functions and Duties 

  • Assist the Controller on timely preparation and submission of financial reports and statements, including monthly, quarterly, and annual closing processes and reporting, in compliance with GAAP, GASB, and applicable federal/state regulations; including but not limited to, the Washington State Office of Financial Management (OFM), the State Board for Community and Technical Colleges (SBCTC), the State Auditor’s Office (SAO), and the US Office of Management and Budget (OMB) and the US Department of Education (ED). 
  • Provide financial analyses, forecasting, insights, and other specialized reporting to support transparency, fiscal responsibility, and decision-making processes within the department and across the college. 
  • Ensure timely and accurate completion of bank reconciliations by leading accounting staff to reconcile banking transactions from accounts payable, accounts receivable, student financials, payroll, and financial aid sub-modules
  • Prepare monthly general ledger reconciliations, including bank, receivables, and adjustment clearing accounts. 
  • Research and resolve variances and ensure the accuracy and appropriateness of entries to ledger accounts and reconciles subsidiary ledger accounts to the general ledger; Review and monitor all general ledger entries through sub-modules made by college accounting and budget officers; investigate and correct errors to ensure compliance with established state standards, federal guidelines and local procedures and policies 
  • Provide advice and guidance to other finance staff on complex general ledger accounting matters and assist in solving related issues
  • Mange all aspects of the college’s Vendor Payment Advance (VPA) process and reconciliation and assist the Controller in all government filings e.g. Quarterly Cash Transaction Reports, Integrated Post-Secondary Education Data Systems (IPEDS) and annual federal and state disclosure reports
  • Analyze and reconcile unemployment insurance liabilities and transfer such liabilities under designated account(s) 
  • Independently reconcile and manage Fixed Asset accounting processes, including reconciling general ledger asset accounts with Direct Line and calculating and recording depreciation
  • Assist with design and implementation of internal control measures to ensure compliance with applicable laws, regulations, and policies to safeguard college assets and enhance operational efficiency and provide training on such matters
  • Interpret fiscal and accounting policies and procedures and assist with implementing new policies and procedures and recommend updates and/or changes to the existing policies and procedures
  • Assist management’s focus on internal controls and risk mitigation by sharing information relevant to the annual risk
  • Work with the Controller on all the annual audit activities; Responds to audit report and takes corrective management actions and Initiate changes to meet discrepancies or noncompliance cited by auditors, if any
  • Prepare and support the development of fiscal reports for internal review, external audit, and compliance
  • Manage all areas of relevant taxes, including sales, use, parking, other related taxes and support timely filing to the Department of Revenue
  • Provide fiscal support to program staff using independent judgment in the interpretation and application of rules and procedures in specialized fiscal functions such as asset accounting, general ledger entries, bank reconciliation reconciling items, and interdepartmental fund transfers
  • Act as backup to the Controller and other fiscal services staff as needed to ensure continuation of key fiscal activities and services
  • Respond to Help Desk tickets as assigned

Qualifications

Required Education & Experience:

  • Bachelor’s degree in Business Administration, Accounting, Finance, or closely related field
  • AND 3 years of recent relevant accounting experience, using accounting-related software.
OR 
  • equivalent combination of education and experience.
Knowledge Of: 
  • Microsoft Office applications such as SharePoint, Excel, Outlook, Teams, and Word
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB)
  • Office of Financial Management (OFM) regulations
  • State, federal, and individual grantor guidelines/regulations. 
  • Accounting theory/practice, fund accounting procedures, best practices in budgeting techniques.
  • Operational practices applicable to higher education entities and state grants, funding, and accounting activities. 
  • Peoplesoft ctcLink or similar enterprise resource system.
  • General accounting of Washington State higher education institutions.

  • Handling difficult and sensitive situations, using sound independent judgment within college & legal guidelines 
  • Writing/editing/proofreading clear and concise materials resulting in effective oral and written communication with individuals inside and/or outside of the College

Conditions of Employment

Physical Work Environment:
The College is currently providing services in a mixed modality of operations (both online and in-person services are offered). This position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus. Please note, there may be limited opportunities for online work depending on program or area needs. If authorized for online work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs. This position may require limited travel.
